Ministerial Mandates
1. Instruct the Executive Committee to establish a transportation security working group to identify possible areas of technical cooperation, facilitate contact among government experts, and develop viable financing alternatives to ensure a safe and secure environment for the movement of people and goods throughout the Americas.
2. Direct the group (Group of Experts on Aviation Safety and Security Assistance) to accelerate its work to assess regional needs and identify possible opportunities to assist countries to meet international safety and security standards and ensure that official aviation personnel are properly trained and have the necessary resources to carry out their aviation responsibilities.
3. Direct the Executive Committee to examine ways of strengthening cooperation with respect to maritime port security as a matter of priority, working with the relevant international organizations, including the IMO and the Inter-American Ports Commission of the OAS.
4. Mandate the Executive Committee to follow up on the results of the first meeting of the Technical Working Group on Maritime Safety and the Environment, with a view to fostering a closer partnership between WHTI states and the IMO, to enhance the capacity for the implementation of global maritime standards by states throughout the Hemisphere.
5. Direct the WHTI Executive Committee to seek to build on the commonalities between its own objectives and those of the IFIs, and to support, to the extent possible, the major infrastructure initiatives of these institutions in the Americas.
6. Mandate the WHTI Executive Committee to work to advance the role of intermodalism as a means of furthering hemispheric integration, and report on the results of its efforts by the time of our next meeting. The Executive Committee should seek to identify: the major challenges faced by the Hemisphere in encouraging intermodalism; the main obstacles to increasing interface among modes; the means to overcome these obstacles and mechanisms for sharing best practices; as well as the optimum use of new technologies, especially Intelligent Transportation Systems, in meeting these challenges.
7. Recommend the WHTI Executive Committee to develop a matrix on the origin and destination of inputs and products, in order to make possible joint planning that would lead to effective integration of the countries of the Region.
8. Mandate the WHTI Executive Committee to carry out its proceedings to greater effect, including engaging the private sector, and to meet our directives by the time of our next meeting. In doing so, we emphasize that the Executive Committee should focus on safety and security as key priorities.
9. Direct the Executive Committee to pay particular attention to issues related to infrastructure development, such as the means of financing and protecting transportation infrastructure for the purpose of enhancing economic growth, social harmony, and political stability for our citizens and nations.
